Explanation
Please explain in the area below why an STA is necessary:
Panasonic Avionics Corporation (PAC) is seeking extension of its special temporary authority (STA) for ground and flight testing of up to ten (10) aircraft earth stations of two types (up to 20 total) to further test and demonstrate the functionality of its eXConnect Ku-band Aeronautical Mobile-Satellite Service system. The STA will enable PAC to continue limited ground testing, perform flight testing and conduct limited market studies to evaluate the commercial viability and usage characteristics of its land mobile terminals in various applications in advance of commercial deployment. Please see Narrative for additional information.

Purpose of Operation
Please explain the purpose of operation:  Testing and demonstrating Aura LE and MELCO Ku-band transceiver terminals for purposes associated with the planned eXConnect Ku-band Aeronautical Mobile-Satellite Service (AMSS) system. PAC seeks temporary authority at and near specifed test facilities and for CONUS flight testing for evaluation and demonstration of the Aura LE and MELCO reflector antennas. The antennas will be ground tested in three modes: (i) fully stationary; (ii) mounted on a three-axis motion platform that simulates aircraft heading, pitch and roll; and (iii) on a ground vehicle rooftop for in-motion testing. The Aura LE will be flight tested on a single test aircraft and the MELCO antenna will be flight tested on an existing commercial airline installation.
