Explanation
Please explain in the area below why an STA is necessary:
Orbital Sciences Corporation (Orbital) will launch and operate the Cygnus Orb-3 spacecraft as part of the NASA Cargo Resupply Services (CRS) program. The Cygnus mission will include launch, orbit, perform orbit raising maneuvres, approach and berthing with the International Space Station (ISS), unberthing and departure from the ISS, orbit maneuvring, and destructive re-entry into the Earths atmosphere. Spacecraft telemetry is transmitted during all phases of mission operations. An STA is requested at the direction of NASA and the NTIA due to the short duration of the mission and the need for close coordination within the necessary frequency bands. This STA is consistent with the FCC/NTIA policies developed during the STA application process for both the ORB-D1 and Orb-1 spacecrafts. See FCC File Number 0136-EX-ST-2012 and 0532-EX-ST2013 respectively .

Telemetry links include: 1: S-Band Single Access (SSA) spread spectrum return link operation with NASA TDRSS 2: Low data rate downlink operation with mission Ground Stations (contingency mode only) 3: High data rate downlink operation with mission Ground Stations
