Please explain in the area below why an STA is necessary:
Orbital Sciences Corporation (Orbital) will launch and operate the Cygnus spacecraft as part of the NASA Commercial Orbital Transportation Services (COTS) program, Space Act Agreement NNJ08TA32S. The Cygnus mission will include launch, orbit, orbit raising manoeuvres, approach and berthing with the International Space Station (ISS), unberthing and withdrawal from the ISS, orbit manoeuvring, and destructive re-entry into the Earths atmosphere. Spacecraft telemetry supports all phases of mission operations. An STA is requested at the direction of NASA and the NTIA due to the short duration of the mission and the need for close coordination within the necessary frequency bands.
