Current satellite license is for on-orbit transmitting only, does not allow temporary ground testing transmissions. The file number for the satellite is 83-SAT-P/LA-98(2) and the station call is S2348. The purpose is to test the OrbView-3 spacecraft compatibility with the existing Dulles ground station at the two spacecraft frequencies of 8190 MHz and 401.5 MHz.
