Dear Brad Franco,

This refers to application, File No. 0108—EX—PL—2006, for an experimental authorization.

You are advised that the Commission is unable to grant your application for the facilities
requested. This request should be filed with the International Bureau as a modification to
Orbcomm‘s regular authorization. In addition, because the number of objects surviving reentry
can have a significant impact on casualty risk, the modification application should include, as
indicated in the Public Notice, DA 04—1724, "an estimate of the number of
components/fragments, and their estimated dimensions and mass, likely to survive to the Earth‘s
surface." We would also ask that the modification application state whether there are, besides
Orbcomm satellites, any other known space stations, planned or currently operational, in an orbit
identical to or very similar the orbit planned for the new Orbcomm satellite.
