Explanation
Please explain in the area below why an STA is necessary:
Nova Southeastern University Oceanographic Center has a contract with Naval Sea Systems Command (NAVSEA) for oceanographic support for the Navy Surface Warfare Center facility in Dania Beach, Florida. This contract requires operation of a Rutter sigma 6 wave radar, a standard Northrup Grumman Sperry Marine X-band navigation radar with custom video processing software. Initial testing and calibration of the radar will be done at the NSU Oceanographic Center adjacent to the NAVSEA-NSWC facility prior to transfer of the system to the Navy facility.

Purpose of Operation
Please explain the purpose of operation:  Operation is in support of a United States Navy contract. Operation is for initial testing and calibration of a COTS radar prior to transfer to US Navy. The radar is based on a commercial marine navigation radar with custom software for extracting surface wave and current information from the radar backscatter signal.
