Explanation
Please explain in the area below why an STA is necessary:
STA needed for December 14-19 because data must be obtained at same time as data will be obtained from other instruments. This is essential to the overall project to develop and test use of the experimental airborne pulse radar equipment to study forest growth (or decline) in the area of Jasper Ridge, California. In addition, during this brief time period a suitable aircraft is available. Total operation time is expected to be no more than two hours total.

Purpose of Operation
Please explain the purpose of operation:  Testing of an an experimental airborne pulse radar with the technical characteristics described in attached Exhibit A. Purpose is to measure forest growth (or decline) in the area of Jasper Ridge, California, at the same time that data is obtained from other instruments in order to ascertain whether using a combination of sensors and radar improves measurement of forest growth (or decline).
