DESCRIPTION OF PROGRAM OF EXPERIMENTATION
AND REQUEST FOR EXPEDITED CONSIDERATION

In this application, Northrop Grumman Space & Mission Systems Corporation (“NGST”)
seeks authority to operate mobile terminals manufactured by the Thrane & Thrane company with
the Inmarsat-4F2 mobile-satellite service (“MSS”) spacecraft operated by Inmarsat plc at the
52.75º W.L. orbital location. The Inmarsat-4F2 satellite is authorized by the United Kingdom,
and there are a number of earth station applications pending before the Commission seeking
authority to add or include the satellite as a point of communication. One of the services
proposed for the United States from the Inmarsat-4F2 satellite is called Broadband Global Area
Network (“BGAN”) service, which involves the provision of broadband applications in the MSS
to portable mobile earth terminals.

NGST proposes to use the requested terminals on an experimental basis for the provision
of BGAN MSS services via the Inmarsat-4F2 satellite in support of a U.S. Department of
Defense testing and evaluation program that will be conducted at various government facilities
around the country. NGST will use the terminals only to conduct technical demonstrations and
assessments of the BGAN MSS offering and the terminal equipment under simulated real-world
conditions. The five BGAN terminals NGST is purchasing for this program will remain the
property of NGST, and will not be commercially resold.

Grant of this application will enable NGST to determine the extent to which the BGAN
MSS service offering and associated mobile earth terminals perform in a manner consistent with
the respective specifications, and to evaluate the operational implications of both.

NGST restricts the frequencies within the 1626.5-1660.5 MHz uplink band to those the
Office of Engineering and Technology recently authorized to Inmarsat, Inc. in connection with
File No. 0059-EX-PL-2006, Call Sign WD2XWM. See Letter dated February 23, 2006, from J.
Knapp, Deputy Chief, OET, to D. Cornell, et al., and the associated Experimental Radio Service
license. Moreover, NGST notes that the maximum EIRP spectral density levels at which it
proposes to operate the requested terminals are comparable to those that have been authorized to
Inmarsat under Call Sign WD2XWM.

The Department of Defense evaluation program in which NGST will participate
commences on July 1, 2006, and is scheduled to continue through November 30, 2006. To the
extent necessary, NGST hereby requests sufficiently expedited consideration to enable this
application to be processed successfully to grant in time for NGST’s proposed terminals to
participate in the testing program. NGST hereby requests that the authorization sought here be

granted for a period of six months, commencing on July 1, 2006 – i.e., until December 31, 2006
– to account for potential delays/extensions of the testing program without the need for
reauthorization. The six-month license period is the same as the period recently granted to
Inmarsat for BGAN terminal use in File No. 0059-EX-PL-2006.
