                         RE: Special Temporary Authorization Application STA

                         Nortel Networks hereinafter referred to as "Nortel", wished to apply for an STA to demonstrate
                         Nortel‘s UMTS product at frequencies 1960.0 — 1980 MHz and 2150.0 — 2170.0 MHz,
                         presently we only need one frequency, please see next page for more details. Authority is
                         requested for designated OnStar Wireless 2001 Autoshow in Detroit and Milford, Michigan, 1
                         December 2000 — 1 February 2001. Nortel is requesting this STA per the requirements and
                         guidelines set forth in 47 CFR §5.55 and §5.56.

                         The STA is required for demonstration of 3G technology. Due to the currently banded product
                         and U.S. frequency allocation, this product will be used to demonstrate the capabilities of the
                         technology to prospective customers and would not be offered for sale. This will be a point—to—
                         multipoint service.

                         Note: This STA is required for two locations. See next page for further details.


                         The class of station is Mobile/Fixed, the call sign is to be assigned by the FCC, and the nature of
                         service is Telephony and Data Transmission.

                         Antennas will not extend more than 8 meters above the ground, nor will it extend more than 6
                         meters above a building.
