Message:

Mr. Antonio Trindade,

Please justify the need for 100 equipment units. Do the units comprise systems made up of these units?
Will there be 100 antennas transmitting simultaneously or a smaller quantity at any given time? Can the
experiment be performed with 50 or 40 units as opposed to 100?

Will a market study be performed? If so, are there any contractual or monetary agreements between
Nortel and the participants in the experiment. Will fees be charged and if so, will the fees only be those to
recoup costs?

Will the experimental devices be integrated and used within an operational network or a stand-alone
experimental network?

Will all devices be retrieved by Nortel at the end of the experiment?

Please report separate antennas each city, state, latitude, longitude and radius in kilometers. There
should be 10 antennas upon completion.

The items indicated above must be submitted before processing can continue on the above referenced
application. Failure to provide the requested information within 30 days of April 23, 2008 may result in
application dismissal pursuant to Section 5.67 and forfeiture of the filing fee pursuant to Section 1.1108.
