                         RE: Special Temporary Authorization Application (STA) — Experimental

                         Nortel Networks hereinafter referred to as "Nortel", wished to apply for an Experimental STA,
                         to demonstrate Nortel‘s Broadband Wireless Access (BWA) product, this is a fixed campus
                         situation that operates at frequencies, please see next page and Exhibit 1 attached for details.
                         Authority is requested for designated Nortel Broadband Wireless Access in vicinity of
                         Richardson, TX, for one year beyond date of approval . Nortel is requesting this experimental
                         STA per the requirements and guidelines set forth in 47 CFR §5.55 and §5.56.

                         The experimental STA is required for demonstration of the Broadband Wireless Access product.
                         Due to the currently banded product and U.S. frequency allocation, this product will be used to
                         demonstrate the capabilities of the technology to prospective customers and would not be
                         offered for sale.

                         The class of station is fixed, and the nature of service is Telephony and Data Transmission.

                         Antennas will not extend more than 6 meters above a building.
