                               On EBS Channels E1—E4 for Wireless Communications
                               Association Trade Show Demonstration

Dear Mr. Desmond:

        George Washington University ("GWU"), licensee of E—Group EBS Station
WHG443, Washington, DC, hereby consents to NextNet Wireless Inc.‘s ("NextNet")
temporary use of that EBS spectrum by Special Temporary Authority ("STA") in relation
to a short—term equipment demonstration. As explained to us, the demonstration of
NextNet‘s non line—of—site plug—and—play wireless access equipment will take place at the
Wireless Communications Association‘s 2005 annual trade show in Washington, DC.
NextNet will use our spectrum from June 26 through July 2. It is our understanding that
this equipment will permit both commercial and educational entities to provide a low—
cost, high—quality broadband product.

       By signing below, I confirm that GWU has consented to NextNet‘s use of our
EBS spectrum on a temporary basis for the above—described equipment demonstration
purposes and the filing of this letter in association with NextNet‘s request for STA.
NextNet has agreed to operate in accordance with the rules and regulations of the Federal
Communications Commission.
