Please explain in the area below why an STA is necessary:
NETSCOUT is a leading provider of RF propagation modeling and tuning services to the wireless operators in the US. NETSCOUT requires an STA to advance the understanding of RF propagation characteristics in 27.5-28.5 GHz frequencies.

Purpose of Operation
Please explain the purpose of operation:  NETSCOUT will conduct Continuous Wave (CW) testing in indoor and outdoor locations to characterize signal propagation behavior in various morphologies. (dense urban, urban, suburban, commercial, and industrial) in the area of the experiment. Additionally, NETSCOUT will characterize RF penetration properties for different building types within these morphologies.
