Explanation
Please explain in the area below why an STA is necessary:
To authorize operation of a low power FM broadcast transmitter at various locations.

Purpose of Operation
Please explain the purpose of operation:  Evaluating the impact of a low power FM station on the reception of a participating full service FM station by commercially available consumer grade receivers. The National Association of Broadcasters (NAB) proposes to operate a low power FM station within the protected contour of a participating full service FM station on a third adjacent channel from the participating full service FM for the purpose of evaluating the real-world impact of the low power FM station on reception of the participating full service FM station by commercially available consumer grade receivers. This proposed operation will take place over a six month period. Actual transmission from the test transmitter will be actively coordinated with the management of the participating full service FM station and will be intermittent and of short duration.
