Nextel requests an Experimental Radio Station License (“License”) to continue to conduct
experiments with Nextel’s digital commercial mobile radio service transmitters and
receivers using frequencies in the band 821-824/866-869 MHz. Nextel currently has a
Special Temporary Authority for these same parameters licensed under Call Sign
WC2XTR, due to expire on March 15, 2004 and requires a more long-term authorization
for testing purposes as referenced below.

The Commission has issued a Notice of Proposed Rule Making in WT Docket No. 02-55
which proposes the re-banding of the land mobile 800 MHz band. One possible outcome
of this proceeding includes Nextel retuning its CMRS system to operate on the 821-
824/866-869 MHz band frequencies - - which are adjacent to its current licensed
operations in the 806-821/851-866 MHz band.

Nextel recognizes that this band currently is assigned only for public safety operations,
pursuant to Part 90 of the Commission’s rules (47 C.F.R. Part 90). Accordingly, Nextel will
conduct its experimental operation in a enclosed environment at low power to ensure no
possibility of interference to public safety operations can occur. To assist the Commission
evaluation of this request the following information is provided.



   •   All testing will be conducted in a non-radiated area using a non-radiating antenna
       with a minimum attenuation factor of 95 dB.

   •   The worst-case signal level outside the building will be –120 dB. No interference to
       public safety communications outside the building is possible.

   •   The maximum power used to conduct the testing will be 0.6W.

   •   All testing will be conducted in an interior room with no outside walls or windows.
       This room, however, is not shielded with metallic screens or similar devices.



Nextel will be pleased to provide additional information concerning this proposed
experimental evaluation if requested.
