Narrative Explanation of Operation and Frequency Coordination Exhibit


The purpose of this experimental authorization (STA) is to test a digital audio and video
transmission system that will be used in connection with NASCAR automobile racing events.
This initial test, at the Sebring International Raceway in Florida will provide proof-of-concept
information for the operation of this new race fan enhancement system by transmission of video
and audio information in real time to portable receivers for on-site spectators during the car race.

The dates of the tests will be March 15-19, 2016 inclusive. The location will be at Sebring
International Raceway in Sebring, Florida. The street address is 113 Midway Drive, Sebring, FL
33870. The coordinates of the track are 27°27′17″N Latitude and 81°20′53″W Longitude.

Required is one, 8 MHz channel bandwidths and low-power transmissions using omnidirectional
antennas.

Proposed is the use of the band 474-512 MHz for this test in a single unused 8 MHz channel. The
ultimate deployment of this telemetry system, should the tests produce positive results, will not
be in this frequency band in the United States. It is useful for test purposes only.

Operation in the band 474-512 MHz will be coordinated in advance with the Society of
Broadcast Engineers local coordinator in view of the use of broadcast and broadcast auxiliary
allocations.

Should any interference be reported, the tests will cease immediately unless and until the
interference is resolved to the satisfaction of the complainant incumbent licensee.
