I have discussed your request with my team. We have been able to confirm the requested
frequencies and coordinated as follows..

Downlink 1     437,405 MHz
Downlink 2     437,230 MHz

Uplink         145,860 MHz


The above frequency has been coordinated with the understanding that you have agreed to the
IARU terms of reference for the use of amateur service spectrum for experimental purpose.


Please advise us the launch dates once it is known. Although we have avoided coordinating
frequencies which have already be coordinated for other known satellites on the same
mission, it remains your responsibility to check for any possible conflict and advise us
accordingly

Please also confirm the name and full contact details of the person who will control the
operation of Firebird 2 after launch.

Please note that all frequencies in the amateur satellite service are shared frequencies. We
have attempted to make the best possible selection for your project.

Please also read the attached documents about controlling satellites.

While coordinating the frequencies noted above, we also note that use of frequencies
as described in your request for frequency coordination appears inconsistent with
numbers 1.56 and 1.57 of the ITU radio regulations.

RR 1.56 amateur service: A radiocommunication service for the purpose of self-
training, intercommunication and technical investigations carried out by amateurs, that
is, by duly authorized [licensed] persons [individual natural people] interested in
radio technique solely with a personal aim [for themselves] and without pecuniary
interest [compensation].

(NOTE1: Explanatory terms in brackets are not part of the treaty text.),
(NOTE2: “ without pecuniary interest” means that you may accept free will donations of
goods and services, that is, with nothing required in return. However, you may not
accept money or other compensation for services or data provided to anyone for any
reason.)


RR 1.57 amateur-satellite service: A radiocommunication service using space
stations on earth satellites for the same purposes as those of the amateur
service.
We strongly suggest consulting with your administration (telecommunication
regulator) to determine if the amateur-satellite service or another
radiocommunication service is appropriate for your operation. The decision of
whether the proposed operation is appropriate for the amateur-satellite service
rests entirely with your administration. We encourage you to share this letter
with them.


You are reminded of the conditions under which this letter is issued and that you agree to notify
the IARU Satellite Advisor of the following events, whenever they occur.

       a.   Experimental station call sign assignment.
       b.   Experimental station license expiration.
       c.   International communication arrangements made.
       d.   Launch date in the coordination request passes without the launch occurring.
       e.   Launch failure.
       f.   Mission termination (including spacecraft failure.)
