Microsoft’s requested amendment seeks to expand upon its previous work evaluating the use of
White Space devices to provide connectivity for school buses along a rural bus route. Specifically, it
seeks to improve coverage and service for school buses operating within the experimental area and to
evaluate the capabilities of an experimental White Space device for this purpose. For safety reasons a
low-gain freeform omnidirectional antenna must be used atop the bus, resulting in a weaker uplink signal
than was anticipated based on the higher-gain antenna proposed in the original application.

To achieve these goals, Microsoft seeks to operate bus-resident devices at a higher conducted and
radiated power level than previously requested and to operate an experimental fixed base station device
under manual database control—i.e., with periodic human intervention—as detailed in the
amended experimental description.

Microsoft’s existing experimental license relating to this project requires coordination with the
Society of Broadcast Engineers, and Microsoft anticipates that an amended license would include the
same condition.
