Explanation
Please explain in the area below why an STA is necessary:
Six month experimental satellite mission requiring uplink frequency between 148-149.9 MHz (hardware capable of 120 and 150 MHz). Attempted to coordinate with International Amateur Radio Union, but was denied because mission is experimental and 2 m amateur band is overallocated. Seeking temporary authorization to operate a ground station within the aforementioned frequency band beginning on the date of launch for the Space Test Program 2 (STP-2) mission scheduled to launch in March 2017.

Purpose of Operation
Please explain the purpose of operation:  Frequency would be used to command and control Oculus-ASR nanosatellite, a university satellite project partially supported by the Air Force Research Laboratorys University Nanosatellite Program.
