In reply to the question of the need for nationwide authorization, following is the justification.

MICS systems are newly evolving technology that will continue to find applications in the
medical field for providing data communications from various types of implants. As medically
related devcies, these systems as incorporated in medical implants will undergo clinical trials
before they can be approved for use by the FDA. These clinical trials may occur at any suitable
facility within the USA depending on the implant application. As such a broad range of
potential locations will be involved in these clinical trials as new applications of the MICS
technology evolve.

Further, it is expected that these systems will be demonstrated at conventions occuring at various
locations that are attended by medical professionals.
