                  PURPOSE OF STA AND FREQUENCY COORDINATION

The purpose of this STA is to further test an automobile racing communications system for voice
and telemetry data that is in the developmental stage. The tests will occur at one testing event
and two racing events in Florida at two different racing venues, and the system will be deployed
by separate race teams at each location, AF Corse and ESM. Both teams will use the
communications system on a developmental testing basis on behalf of and overseen by MRTC
Motorsport Communications.

The events during 2015 when this system will be deployed are as follows:

Daytona Raceway: January 8-10 inclusive (for tests) and January 30-31 inclusive (race event).
Sebring Raceway: March 16-19 inclusive (race event).

The applicant requires four frequency pairs and four simplex channels as specified in this
application in the range 150-170 megahertz for duplex and simplex voice operations; and
fourteen channels for voice and telemetry data in the range 440-470 MHz.

The proposed operation in the Amateur Radio band 440-450 MHz has been coordinated with
local Florida Amateur Radio coordinators and with ARRL, the national association for Amateur
Radio. The applicant has consulted the ULS database with respect to the VHF and UHF land
mobile channel ranges sought and proposes what are believed to be unoccupied channels in the
area of the Sebring International Raceway and the Daytona International Raceway.

This request is similar to prior granted STAs for the same operation. See, for example, 1099-EX-
ST-2014. As instructed previously, the applicant will avoid paging licensees in the 454/459 MHz
band, General Aviation air/ground licensees in the 454/459 MHz band, and will make no use of
170.8250 at Sebring, or 163.6875 MHz or 170.8250 MHz at Daytona.
