MRTC, Ltd.
Application for Special Temporary Authority
File No. 1138-EX-ST-2013

PURPOSE OF STA AND FREQUENCY COORDINATION

The purpose of this STA is to further test an automobile racing communications system for voice
and telemetry that is in the developmental stage. The tests will occur at three racing events in
Florida at two different racing venues, and the system will be deployed by two separate race
teams at each location, AF Corse and Oak Racing. Both race teams will use the communications
system on a developmental testing basis on behalf of and overseen by MRTC Motorsport
Communications.

The events during 2014 when this system will be deployed are as follows:

Daytona Raceway: January 3-5 inclusive and January 23-26 inclusive.
Sebring Raceway: March 12-15 inclusive.

The applicant requires three frequency pairs as specified in this application in the range 164/157
MHz and 165/159 MHz for duplex voice operations; three simplex channels in the 155 and 161
MHz ranges; and a single frequency in the range of 447.4 MHz for telemetry.

The proposed operation in the Amateur Radio band 420-450 MHz near 447.4 MHz has been
coordinated with local Amateur Radio coordinators and with ARRL, the national association for
Amateur Radio. The applicant has consulted the ULS database with respect to the VHF channel
ranges sought and proposes what are believed to be unoccupied channels in the area of the
Sebring International Raceway and the Daytona International Raceway.

There are two “stop buzzer” contacts on site on behalf of the applicant. They are Mr. Giuseppe
Corti, whose mobile number is +39 335 443572; and Mr. Magtthieu Leroy, whose mobile
number is +33 (0) 680 62 7932.
