Explanation
Please explain in the area below why an STA is necessary:
Authority is requested for a six month period; September 2017 through February 2018; covering the initial phase of a data collection program that MIT Lincoln Laboratory is performing in support of work sponsored by the Department of Homeland Security. To support the programs schedule and analysis efforts the data collection activity is planned to commence in September. Due to the early start date we are requesting an STA to operate the equipment specified in the application. Authority is requested for only limited operation of the equipment. Specifically, operation of the facilities will occur primarily weekdays between 8:00 am- 5:00 pm (ET). It is expected that on each day, transmissions will not exceed 4 hours in cumulative duration. In addition, during those hours, operation will be sporadic, not continuous. In fact, there may be extended periods of non-operation during the authorized period.

Purpose of Operation
Please explain the purpose of operation:  To evaluate the use of this small radar for the ground-based detection and tracking of UAVs. The proposed experiment supports work being sponsored by the Department of Homeland Security, Science and Technology Directorate, Advanced Research Projects Agency under Air Force Contract FA8721-05-C-0002.
