      Statement of Need

      The license for KAZXPH should be renewed. This license is required to
      support the MLRS Program, contract DAAHO1I—85—C—A004 through February 1994.

      Progress Report

      The MLRS—TGW project will complete the Component Demonstration Substage
      (CDS) of the program in February 1989. This required extensive captive
      flight tests utilizing the subject license. These tests were critical to
      the successful completion of the CDS. The flight tests were used to
      collect the data required for development of target detection and track
      algorithms and to demonstrate performance of the millimeter wave seeker for
      the MLRS Terminally Guided Sub Munition (TGSM).

      Successful completion of the CDS phase of the program was a prerequisite
      for the award of the contract for the System Demonstration Stage (SDS) of
      this program. Negotiations for this program are currently underway.
      Contract award is expected in March 1989.

The experimental authorization to transmit license that covers the
68D RADAR system is due to expire June 1, 1989.  The call sign for
this license is KF2XDV.
The Smart Weapons contract                                                                     is currently                                   using                the a£SD RADAR and has
continuing plans for it over                                                                           the next couple of years.                                                                       For               this
reasomn,                    I      recommend the license                                                         KF2PXDV be                          renewed for                               2 more years
making it‘s expiration date June 1,                                                                                             1379791.

             The ETS Range will require all frequencies previously authorized for call sign
             KO2XBQ on an indefinite basis as we have ongoing contracts that require
             measurements at all frequency allocations.       Listed below are the presently
