A radiotelex modem and high frequency transceiver is to be utilised for communications with merchant vessels on simplex fre— quencies designated for that purpose. Telex transmissions are to be both error correcting (ARQ) and conventional (FEC) in type. b. The installation is to be used as an aid to marine electronic service. Vessels with difficulties can be communicated with and the nature of the faults more precisely determined. This would avoid the need to burden public coast stations unnecessarily with requests for quality of transmission, number of errors, signal strength, etc. c. Setup and repair of radiotelex systems will be more efficient if faults can be observed firsthand. Radiotelex systems can be evaluated and modified to improve their operation. Different systems can be compared to determine the best design available for incorpor— ation into merchant vessel systems.
