On behalf of Lucent Technologies, I hereby request that the following exhibit, included in this Application
for an Experimental License be maintained as confidential information and not be made available for public
inspection at any time.

     Exhibit 3B:      Description of Equipment and Proposed Program of Research and
                      Experimentation

This exhibit contains Lucent Technologies proprietary information that is considered to be trade secrets,
with possible patents pending, and the property of Lucent Technologies, pursuant to the provisions of Part
0.457(d) of the Commission’s Rules. This exhibit also contains design information that is highly
proprietary to Lucent’s contracted manufacturer/supplier.

Responses to the nine statements in 47 CFR, Part 0.459(b)1-9 are:

(b)(1): Exhibit 3B: Description of Equipment and Proposed Program of Research and Experimentation.
(b)(2): Application for an Experimental License to enable experimentation and demonstration of a new
       Lucent Proprietary wireless product and service.
(b)(3): The trade secrets that must be protected are specific to both Lucent and it’s contracted suppliers.
       This information is not available for public viewing and is restricted within Lucent to employees
       with a need to know.
(b)(4): This new product development is applicable to the residential and small business market.
(b)(5): Disclosure will provide Lucent’s competitors for this service with an unfair market advantage.
(b)(6): Lucent is preventing unauthorized disclosure by implementing non-disclosure agreements with it’s
       suppliers and restricted information access within Lucent.

(b)(7): Information pertaining to this new product offering is not available for public disclosure; third
       parties are limited to contracted equipment/materials suppliers who are legally bound by applicable
       non-disclosure agreements.
(b)(8): During the period of experimentation, covered by this Experimental License, there will be no
       premature product and/or service advertisement to nor offering for sale to the public market.
(b)(9): This wireless product and service is intended for a highly competitive residential and small business
       market, where protection of confidential and proprietary information is crucial to the success of this
       new business.
