                     REQUEST FOR SPECIAL TEMPORARY AUTHORITY

      Lockheed Martin Corporation (“Lockheed Martin”) hereby requests Special Temporary
Authority, effective December 1, 2018, for a period of six months to permit to test and
demonstrate a developmental technology in and around the area of Buckeye, AZ.

        Through its Advanced Development Programs, Lockheed Martin is conducting research
on the effective use of RF Spectrum and installed airborne RF equipment by combining
federated systems into integrated systems sharing common front-end RF components.
Experiments will focus on integration and testing of Commercial-Off-The-Shelf (COTS)
components in a test pod carried externally on a military fighter jet aircraft.

        Control and command of the experiments integrated into the test pod will be over a
datalink from the test pod to a ground station. The measured performance of the datalink signal
in conjunction with the other RF test signals are part of the overall data collection measurement
necessary to evaluate the experiment.

         The following parameters apply to the instant request:

1) Goodyear (MARICOPA), AZ – Fixed – 33 25’ 50”N / 112 21’ 55”W

2) Buckeye (MARICOPA), AZ – Mobile – Flight altitude up to 18,000 ft in area of operations
   defined as

   32º 37.94 N / 111º 12.01 W
   32º 20.68 N / 111º 24.99 W
