Explanation
Please explain in the area below why an STA is necessary:
LoJack Corporation herein seeks extension of its experimental STA in order to continue development and testing of the next generation VLU, the radio device both used by police and implanted within automobiles to communicate a stolen automobiles location when activated. LoJack is filing the instant request for extension pending the OETs review of its application for authorization to operate the same devices on a permanent basis. LoJacks application for permanent authority (0176-EX-PL-2006) remains in review status and LoJack is accordingly seeking herein continued authority under STA to operate the devices until grant of its permanent license, at which point it will cease use of the devices under STA. /LoJack has determined that the development of the VLU is best done at its Engineering facilities, and that the enhanced performance of the device following this period of testing will permit it to expand its operations in various locations and increase effective spectrum use. /LoJack respectfully requests that the OET extend its STA for an additional six months, or until the grant of its permanent license, whichever occurs first, in order to permit it to gather additional information and testing details for this purpose. LoJack continues to use its experimental devices consistent with its initial grant.

Purpose of Operation
Please explain the purpose of operation:  Product development and testing of next generation VLU for international licensees. The requested frequency is commonly used by LoJacks international licensees. The purpose of the temporary license has been to test the product in and around the LoJack Engineering facility in Canton, MA. In order to speed up the product development process and realize the gains afforded by the new functionality of the VLU5, LoJack has conducted this product testing for its international licensees in the USA, where the Engineering facilities are located. The testing consists of installing up to 10 product samples in various vehicles, and driving them in the area. The base station is used to activate, track, and deactivate the VLU under various conditions. The power output of the devices is very low and thus the potential for interference is minimal; however, LoJack also has monitoring equipment both at its facilities and possibly in the mobile vehicles to monitor any potential interference to other users of the frequency.
