The developing and testing of the new MIMO technology is expected to to take several years to complete thus the
experimental license request was for greater than 24 months. If a 40 month request will cause a delay to obtain
beyond that of a 24 month, then we can do a 24 month now and later request a renewal.

Since the original submission back in June there are some changes we want make. They include:

1. Addition of a description of the experiment:
This license is required by the Government Communications Laboratory part of Lucent Technologies to support
internal development of rapid, robust, high-data-rate communications for the the warfighter in challenging
multipath environments. Lucent is developing and testing Multiple Input Multiple Output (MIMO) technology.
This testing is being done in bands to allow testing in the Whippany, NJ area where the Lucent facility
associated with their work is located, as well as other potential nationwide sites for marketing demonstrations to
the Government. The experiments are typically outdoor testing of ground platforms in topology where the
platforms are within a radius of a couple of miles.

Note:
In the event that we secure a Government contract and want to do related experimentation, I understand tat we
will either need to modify this license or request a new license.

2. Change in Experiment purpose to XD (for development) and not XC (for contract). Reduction of the
frequency band. Reduction of the power. In summary:
