                              Experimental Program Report


        LoJack Corporation ("LoJack") herein seeks renewal of its license to operate
Experimental Radio Service station KS2XBH on 173.075 MHz at temporary fixed and mobile
locations throughout the continental United States. As is described more fully below, LoJack is
continuing to expand its stolen vehicle recovery ("SVR") system and needs continued use of
KS2XBH to (1) demonstrate the potential benefits of the LoJack system to state and local law
enforcement agencies, and (2) assist it during the system design and testing phase of its SVR
installation program.

       As the Commission is aware, LoJack designs, develops, installs and markets SVR
systems, which are licensed to law enforcement agencies in the Police Radio Service pursuant to
Part 90 of the Commission‘s Rules. At present, automobile owners in Los Angeles,
Philadelphia, Boston, Detroit and a host of other cities are enjoying fewer automotive thefts and
lower insurance premiums as a direct result of the LoJack system. The subject facility is
essential to LoJack‘s ability to expand its system to new areas in two ways:

        First, LoJack uses the facility to demonstrate the benefits of its SVR system to local and
state law enforcement agencies that are interested in the system. Prior to grant of the KS2XBH
license, the Commission granted LoJack a Special Temporary Authority ("STA") each time it
wished to demonstrate use of the system (See FCC File No. $1367—EX—93, Call Sign KA2XGB).
 As interest in the LoJack system grew, however, requests for demonstration of the system
became too numerous and frequent to be accommodated through the STA process. Accordingly,
LoJack requested a two—year license to operate up to ten "Micromaster" units within the
continental United States, which authority was granted by the subject license.

        Second, LoJack uses the facility to assist in the system installation process. Once a police
entity has contracted with LoJack for implementation of an SVR system, LoJack begins the
system design and testing phase, during which it selects transmitter locations. Based on
computer modeliing, LoJack is able to predict the coverage a particular transmitter site will
provide with a relatively high degree of accuracy. However, as accurate as the computer mode
is, LoJack still frequently encounters coverage problems that were not predicted by the model.
Gaps in the coverage area due to unmarked terrain features and man—made structures are a
recurring problem. When such coverage gaps are discovered only after a transmitter site has
been established, LoJack and incur significant costs to solve the problem, including having to
change the transmitter location entirely.

        However, through the use of the subject Experimental license, LoJack is able to quickly
establish a temporary transmitter location to test the predicted coverage pattern and to locate
optimal locations. Thus, any gaps in the system coverage are detected early in the system design
process, when they can easily, and inexpensively, be remedied.

        LoJack continues to demonstrate its system to local and state police across the country,
and to expand into new areas on a permanent basis. Use of the facilities authorized by the
subject Experimental license is essential to LoJack‘s efforts to bring the benefits of its SVR
system to the greatest number of people possible. Accordingly, LoJack respectfully requests
renewal of its Experimental Radio Service license KS2XBH.

                          Environmental

                As set forth in detail below, renewal of the instant Experimental Radio Service
      license will not have a significant effect upon the quality of the human environment, and
      is thus categorically excluded from environmental processing under the National
      Environmental Policy Act of 1969, as amended, 42 U.S.C. §§ 4321—4335.
                Processing of the instant application on environmental grounds is not required
      because the proposed construction does not involve a facility that 1) is to be located in an
      officially designated wilderness area; 2) is to be located in an officially designated
      wildlife preserve; 3) may affect listed threatened or endangered species or designated
      critical habitats or is likely to jeopardize the continued existence of any proposed
      endangered or threatened species or is likely to result in the destruction or adverse
      modification of proposed critical habitats; 4) will affect districts, sites, buildings, or
      structures that are listed in, or, to the best of LoJack Corporations‘ knowledge, that are
a~.
      eligible to be listed in, the National Register ofHistoric Places as having significant
      standing in American history, architecture, archeology, culture or engineering; 5) may
      affect Indian religious sites; 6) will be located in a flood plain; 7) will cause a significant
      change in surface features; or 8) will employ an antenna support structure that is to be
      equipped with high—intensity white lighting. Finally, operation of the subject facility does
      not subject workers or the general public to levels of non—ionizing RF radiation in excess
      of the limits set forth in ANSI Standard C95.1—1982.
                Accordingly, the instant proposal is categorically excluded from environmental
      processing pursuant to Section 1.1306 of the FCC‘s Rules and Regulations. 47 C.F.R. §
      1.1306.
