(a)   LBA Technology plans to measure the radiation efficiency of the (so-called)
      “Crossed-Field-Antenna” developed in Scotland. LBA Technology holds a
      contract to investigate the performance of this antenna, and its suitability for AM
      broadcasting. In performing this research, the output power to the test antenna
      will be measured with a BIRD wattmeter. The field intensity measurements will
      be made with a Potomac Instruments FIM-41, or other appropriate equipment.

(b)   The specific objective of the research is to establish performance characteristics
      of the Crossed-Field-Antenna.

(c)   If the Crossed-Field-Antenna actually performs in a high efficiency manner, it
      would have far reaching effects in the United States and abroad for AM
      broadcasting. Particularly, broadcast facilities could be located within urban hub
      areas on a very small plot of land.

(d)   In addition, LBA Technology is in the commercial business of manufacturing
      broadcast antenna systems. It intends to use this authority to enable testing of
      various antennas and coupling systems under development by the company.

(e)   Exhibit 1 (a) is an allocation study showing that interference to existing stations
      from which we have determined is unlikely to occur. It should be noted that the
      contemplated use will be infrequent and that operation will normally be CW, with
      station ID’s inserted where required by the Rules. In any event, should
      interference to any existing service occur, immediate measures, including
      cessation of operation will be taken to resolve such interference.
