Thank you.

L3 does not have any issue with contacting Ligado prior to each test. Either I will contact or someone from the testing
team in Waco will call the number.

Thank you again.

Hi Kara,

Thanks for the clarifications. Please note of the new distro list.

As you might know, we had worked out a set of requirements with David T. as part of the agreement of his experimental
license request, as the frequency test band involved includes our commercial uplink (terminals to satellite) band. One of
the requirements calls for L3 to inform Ligado’s NOC personnel prior to testing so that Ligado can closely monitor the
network for potential interference.

Based on your experimental license test description, you will also be using the frequency band of 1626.5 – 1660.5 MHz
which covers our commercial uplink frequency band. Although there is very little risk of interference to our gateway
and satellite given the in-door nature of your testing, we would still request that you inform Ligado’s NOC personnel
prior to your testing. They can be reached at 877 277 2360. Thanks in advance for your cooperation.

Regards,
Serge Nguyen

Thank you for emailing us back.

L3 Technologies in Plano is a different division than L3 Technologies in Waco. Our request would be a separate
experimental licenses and not part of the request from Plano. The tests are for different clients.

The Waco test is ground based only and conducted outside one of the hangers located on the ramp facility at TSTC Waco
airport. All the equipment will be inside the aircraft with all doors and panels closed during the transmission. The test is
for a short period of time but our request is longer to cover any bad weather that might cause delay (extreme heat, high
winds, heavy rain, etc) that is common to North Texas.

Waco is approx. 170 km southeast of Plano.

Please let me know if you need any additional information. I will be more than happy to let you know when we have
completed the objectives and no longer need the experimental license.

Thanks,

Kara Curtis

Hello Kara & David,

We have received your email (below) and letter (attached) and just wanted to follow up with you on your request. I
thought that Ligado had provided our consent (see attached email) to your experimental request. Is this a new
experimental license that is not part of the previous one? Can you clarify of what you are looking for from Ligado?
Thanks.

Serge

FYI for Coordination Request from L3 in Waco, TX for 1626.5 to 1660.5 MHz band.

We received this at our Cedar Hills, TX Gateway offices.
Let me know if there’s anything further I can do or inform our Gateway Operator.

Mike - We received a phone call from L3T communications earlier this week, and the attached notice last night.

Can you (or whoever should) follow up on this request?

Let me know if there is anything that Westar can do on this matter…

Thank you for returning my call. L3 Technologies is requesting a temporary experimental frequency
authorization from the FCC in the 1626.5 – 1660.5 MHz band. Before the FCC will grant the authorization a
written consent must be obtained from Ligado. I’ve attached a document with all the technical parameter. The
electromagnetic compatibility test is for Transmitting Portable Electronic Devices (T-PED) onboard an aircraft
located outside a hanger in Waco, TX. We would like to start testing 20 August, 2018 and would be completed
no earlier than 15 February, 2019.

If you have any questions or need more details please let me know.

       Thanks again for your assistance,

                                                           3
