L-3 COMMUNICATIONS CYTERRA CORPORATION Request for Expedited Processing L-3 Communications CyTerra Corporation ("CyTerra") requests expedited processing of its application for experimental license. The “EMMDAR” device for which CyTerra seeks authorization has direct and immediate applications in both public safety and homeland security. As explained in the narrative statement, the EMMDAR enables public safety and homeland security officers to "see through the walls" into structures, to detect both moving targets, such as a person walking or running, and targets that are lying very still, such as unconscious victims. The narrative mentions these applications: identifying occupied buildings without entry; gathering intelligence on location of suspects prior to entry; locating hostages prior to a rescue attempt; searching hidden areas and outgoing vehicles for prison escapees; amd quickly finding victims of a fire, accident, or structural collapse, including unconscious persons. Although other devices share some of the EMMDAR's characteristics, its particular combination of capabilities is unique. Continuing development and improvement of the device will increase its potential to save lives. A speedy grant of the requested license is unquestionably in the public interest.
