Dear Kimberly Mai.

Thank you for calling me yesterday. As agreed I hereby forward the information regarding our application for an
experimental licence from the FCC. As instructed by the FCC we need to coordinate the use of frequencies with FAA.
Basically we intend to equip two vessels travelling between the Shell Perdido Spar platform in the Gulf of Mexico and
Galvestone Harbour with a newly developed radio communiation system for high speed data communication. There will
also be one radio unit on the Perdido Spar platform communicating with the vessels when they are performing SIMOPS
( Simulatnous Operations ) in the platform area. The radio system has a center frequency on 5230 MHz and a channel
bandwidth of 20 MHz. The antenna system is highly directional phased array antenna whith steerable lobes in order to
optimize radio communication over long distances at sea. You will find all relevant technical information in the attached
documents.

According to FCC we can use the system based on the Norwegian license outside the 12 nautical mile border line. In the
area between Gaiveston harbour and the 12 nm boundary we need to have an experimental licence from the FCC. In
order for FCC to give an experimental licence we need to coordinate the use of frequencies with you.

The attached document MBR—FCC—FAA—coordination.pdf describes the system and the communication with FCC in
greater detail.

Please consider the attached documents and update me on your findings and conclusions. I will then update FCC /
Behnam Ghaffari accordingly.

Please do not hesitate to contact me if you need more information for your evaluation.
