Explanation
Please explain in the area below why an STA is necessary:
The NOMINET database shows that only TV white space channel 19 is available for use in this region. According to simulations, we believe that operation on channels 18, 19 and 20 will not cause interference with incumbents. We would like to deploy two base stations that will each operate on a maximum of two bonded channels: 18,19 or 19,20. The requested EIRP limit per 6MHz is 20dBm. The requested conducted power limit per 6MHz is 10dBm. The height limit is fixed at 10m.

Purpose of Operation
Please explain the purpose of operation:  The purpose is to test and study TV white space in this region. The deployment will occur on Tesuque pueblo, Native American-owned land. It is part of NSF funded project. The deployment will expand the reach of Internet connectivity into the pueblo to provide homes with Internet access. These homes are not currently online. This is part of a National Science Foundation funded project to expand the reach of Internet access to under-served communities, with a particular focus on Native Americans. We previously filed and received an experimental license to operate on Santa Clara pueblo for this same project. Tesuque pueblo is the second installation in the NSF funded project. We are applying for permission to install the antenna in two locations. Only one location will be selected in the end, as there is only one antenna.
