                                                       Request for Special Field Test Authority
Dear Mr. Whedbee:

This is in reference to the request filed on May 21, 2008, for special field test authority ("SFTA")
pursuant to 47 CFR §73.1515. It is proposed to operate a 10 watt test transmitter on 1700 kHz,
employing a temporary antenna at Gladstone, Missouri, geographic coordinates 39°12‘ 01" N,
94° 32‘ 06" W (NAD 1927), in connection with Mr. Whedbee‘s work with the Kansas City,
Missouri School District. It is proposed to conduct a one—day test transmission for the purpose of
comparing the propagation characteristics of analog and digital signals.

Our review confirms that no interference to any otherstation is likely. The planned program of
testing is likely to provide information useful to the Commussion in connection with the
implementation of terrestrial digital radio broadcasting, in MM Docket No. 99—325; thus, the
public interest would be served by grant of the requested SFTA.

In light of the above, the request for SFTA IS HEREBY GRANTED. Call Sign KCSXMO is
assigned to the test station. Station KCSXMO may operate with the following facilities:

       Frequency:              1700 kHz
       Hours of operation:     Non—critical daytime hours only
       Coordinates:            39°12‘ 01" N, 94° 32‘ 06" W (NAD 1927)
       Power:                  10 watts
       Modulation:             1KOONON, 6K00A¥3E, 6K25J2E
       Antenna type:           Temporary antenna, nondirectional
       Radiator height:        3 meters
       Overall height:         3 meters (10")

Operation shall be limited to one day of testing between June 1 and June 16, 2008. In order to
permit the use of approximately one hour each of digital and analog modulation during the test,
waiver of Section 73.1515(c)(2) is granted. Transmissions shall include hourly station
identification announcements pursuant to 47 C.F.R. Section 73.1201. A report detailing the
methodology employed and the results obtained must be submitted within sixty days following


the conclusion of the experimental operation pursuant to 47 C.F.R. Section 73.1515(c)(7). It will
be necessary to reduce power or cease operation if complaints of interference are received. It
will be necessary to reduce power or cease operation to protect persons having access to the site
from radio frequency radiation in excess of FCC guidelines.

This special field test authority expires June 16, 2008.
