Explanation
Please explain in the area below why an STA is necessary:
Our company has designed an RF reciever that works in the 118 to 136.975 MHz range. We need to test the reciever by transmitting carrier, no voice band frequencies. This needs to be done in the next 3 to 6 months. We are not building a transmitter, but will use an ICOM-A3 transciever to test our RF reciever.

Purpose of Operation
Please explain the purpose of operation:  The reciever will be used to controll portable runway lights that can be controlled by the pilot turning on his transciever.
