Please explain in the area below why an STA is necessary:
JHU/APL is under contract with the Navy to develop and field a low power, dual-band (X and Ka) radar system for making environmental measurements. An STA is being sought to allow for engineering checkout and long-term testing of the system.
Purpose of Operation
Please explain the purpose of operation:
The primary purpose of the experiment is to improve the Navy's understanding of the environmental dependence of radar scattering from the ocean surface. The radar system is a new development and will need to undergo functional engineering testing involving radiating over a period of one or two days in both bands at JHU/APL facilities in Laurel, MD as well as a test facility near Chesapeake Beach, MD. Once testing is complete and the system is working as intended, it will be deployed on Frying Pan Tower in the Atlantic Ocean for a period of 75 days in order to capture a wide variety of environmental conditions.
