The number of devices requested is necessary to permit Intel to fully develop and test the device that is
the subject of the request. Because of the innovative nature of the hardware and software, which
heretofore have not been integrated by Intel into a single commercial product, development requires the
participation of thousands of engineers at Intel, at software developers and at Intel's other partners.
Because of the mobile nature of the product, it is essential that those involved in the developmental
process be able to test its performance under the range of conditions one encounters with a mobile
product -- in other words, to use the product in the mobile manner that it is intended for.
