          Dear Mr. Young:

                         This is with further reference to the Input/Output, Inc. ("I/O‘") application for
          modification of its existing experimental license, and the request for expedited action.

                         As mentioned this morning, field tests are set to commence next Monday,
          February 22. These tests are intended to determine the utility of the 2.4 GHz band for
          geophysical exploration.        Without the three frequencies which are the subject of the
          application, [/O‘s field tests would be missing an essential portion of the 2.4 GHz band, and
          the test results would be fatally compromised.

                          The field tests are to be conducted by contract engineering personnel, the costs
          for which (in excess of $110,000) have been tied to a February 22 start date. Absent expedited
          processing, /O would be at risk for contract cancellation penalties, as well as an inability to
          reschedule the testing in the near future due to the contractor‘s commitment to other jobs and
          clients. Moreover, certain of the equipment for the tests has already been rented, again on the
          assumption of a February 22 start date. An inability to use the equipment due to licensing
          issues will not relieve I/O of rental costs which are $2,100 per month.

                I/O wishes to assure the Commission that it is sensitive to the Commission‘s
concerns in respect of expedited processing. It would not seek such treatment here were it not
essential, and will avoid such requests in the future.

                For the foregoing reasons, I/O earnestly requests expedited processing (or, if
need be, special temporary authority).
