During the period requested in the application, ITT Exelis will conduct a series of experiments
and evaluations employing ground surveillance radar equipment to detect and track moving
targets (human beings, livestock, and land-mobile vehicles) at distances up to 10 miles.
Equipment for this experiment will be deployed at up to two tower sites, nominally within 5
miles of one another. Experiments will be conducted intermittently during the experiment period,
and will involve both daytime and nighttime trials. Each radar unit will be trialed separately and
not coincidently with other units. Detection, range, and position accuracy data will be collected
from the series of evaluations. This data will be used to evaluate radar performance against IFT
requirements, to select the most suitable radar for IFT use, and to provide substantiating data for
the selection.


The ITT Exelis STA experimental license application is going to be used to support our
Operational Capability Demonstration for Solicitation Number HSBP1012R0024. Quoting
directly from the Government’s Request for Proposal:

          The Integrated Fixed Towers (IFT) Operational Capability Demonstrations (OCD) are
an important part of the source selection process. They support the Government’s desire to
obtain empirical knowledge of Offeror’s proposed systems in an operationally relevant
environment. Observations documented by the Government combined with the Offeror’s OCD
Report will support final evaluation of the Technical Factor and subfactors in accordance with
Section M. The information obtained as a result of the Offerors’ OCDs will be assessed and
utilized by the Government source selection team as an integral part of the final IFT source
selection decision.
