Dear Josh S,

This refers to application, File No. 1317-EX-ST-2016, for an experimental authorization.

You are advised that the Commission is unable to grant your application for the facilities requested. The
requested operation is in radio line-of-sight with ATC radar at Logan International in Boston. Interference
is a safety of life issue. Additionally, in response to the IMSAR letter, the FAA is concerned with 15.7-16.2
GHz due to radar. Any concurrence given by FAA was either due to no FAA Ku-band operations in the
vicinity, or was accompanied with requested adjustments to the IMSAR operation, such as frequency
notching or shifting the center frequency so the emissions are above 16.2 GHz.
