To Whom It May Concern:

This application for an experimental license is being submitted to assist in the testing of a synthetic aperture
radar, which is being developed under Air Force Contract W911QY-12-D-0011. The purpose of the contract is to
improve the operational utility of the existing Ultra SAR (Ultra Wide Band Ultra High Frequency Synthetic
Aperture Radar) system, in its ability to assist in military counter IED measures. The Ultra SAR operates over a
wide bandwidth, of which the FirstNet bands are a small portion. In order to reduce artifacts in the final image
product, it is necessary to avoid operating over a non-continuous band of frequencies. It is anticipated that the
development and testing of the radar will be completed within a 12 month period, after which any operation of
the radar in the FirstNet bands will only occur outside of the continental US.

Operation in the FirstNet bands of 758-769 MHz and 788-799 MHz is requested on a restricted basis. The
restrictions to be applied to this license are as follows:
 operation in the FirstNet bands will not occur beyond December 31, 2015, and
 operation will be limited to the four sites listed in the application (Springville UT, Dugway UT, China Lake
CA, and the state of Utah).
