Explanation
Please explain in the area below why an STA is necessary:
HNS is applying for this STA simultaneously with an application for an experimental license to test user terminals which will be used by duly licensed entities upon the launch of the Inmarsat 4 satellite. HNS requests this STA in order to begin testing of its manufactured product, as planned, on June 15, 2004.

Purpose of Operation
Please explain the purpose of operation:  Conducting manufacturer trials of user terminals using the existing Inmarsat 3 satellite in preparation for operations on the upcoming Inmarsat 4 satellite network.
