Explanation
Please explain in the area below why an STA is necessary:
This is a time critical program. It is in support of a cooperative program between the Miami Dade Police Department and the FAA for demonstration of use of unmanned aerial vehicles in potentially life threatening situations. The program is to develop standard operating procedures associated with use of the unmanned aerial vehicle when operation of manned aircraft would place the operator in danger.

Purpose of Operation
Please explain the purpose of operation:  Development of standard operating procedures when operating an unmanned aerial vehicle in and around potentially dangerous situations for manned aircraft. The purpose is to develop standard operating procedures when operating an unmanned aerial vehicle in and around potentially dangerous situations for manned aircraft. The transponder has been requested by the FAA as an additional safeguard for situation awareness by manned aircraft.
