Dear Mr. Kennedy,
We would like to carry out testing while the aircraft is airborne but only while the aircraft is
positioned at least 50 miles offshore from US territory over open ocean areas away from any
PCS operator with which we could potentially interfere.

In addition to the airborne operation over open ocean, we would like to carry out testing and
experiments while the aircraft is on the ground but at very low power levels to ensure non-
interference with ground based PCS operators.

Our aircraft is based in Deer Valley, North Phoenix, AZ. we plan to fly the aircraft to remote
airports within Arizona and/or adjacent states in order to minimize any potential for interference
with revenue-generating PCS services. This is the reason we had asked for an experimental
licence to operate within Arizona, New Mexico, Nevada, Utah and California. We do not need
a licence to operate in the whole area defined as CONUS. Our test plan envisages operating the
PCS pico-cell and GSM handsets on board the aircraft at low power levels and taking
measurements to check RF emmissions both inside and around the aircraft. We will of course
coordinate with local PCS operators to ensure non-interference with any revenue-generating
services.
