Please explain in the area below why an STA is necessary:
Pursuant to Part 5 of the Commission's Rules (47 C.F.R. 5.61(c)), HawkEye 360, Inc. ("HE360") respectfully requests authority for a one month extension, i.e., until October 1, 2019, of its existing special temporary authority ("STA"), 0439-EX-ST-2019 (granted June 5, 2019). In the previously filed STA, the FCC approved HE360's request until September 1, 2019 to communicate in certain frequencies in the S-band (space-to-Earth) from the Pathfinder experimental satellites to the HE360 Herndon, Virginia, ground station. HE360 is working to transition communications in the requested frequency bands to the Kongsberg Satellite Services (KSAT) ground station at Svalbard, Norway, before the STA expires on September 1, 2019. We are on schedule to complete this transition by September 1, 2019. However, there is no schedule margin. As a result, if there is any delay associated with the installation, commissioning, and operational testing of new physical architecture at Svalbard, Norway, there is a schedule risk that the relevant facilities at the KSAT Svalbard ground station will not be ready by September 1, 2019. For this reason, HE360 requests a modest one-month extension of its existing authorization until October 1, 2019.
All other parameters specified in the prior application remain the same and HE360 hereby incorporates them by reference. HE360 has initiated coordination with the relevant federal agencies.
