The FCC’s International Bureau/Satellite Division has reviewed the updated information and has the following
comments/questions, which you will need to address:

Thank you for updating the costs recovery letter; the letter has almost everything we need except that point of
contact(s) as you had it in your original letter.
Can you please add the POC in your latest Cost Recovery letter.

Please let us know the outcome of the coordination agreement with EchoStar and DISH Network.


With respect to the GlobalStar modem usage, we will need the HSAT API to have the technical parameters used for the
forward and return link.
As for finding information on the Global Star network, this can be found in their ITU IFIC filing under the USA
administration, HIBLEO‐2; there are also filing with France.
All cube‐satellite requests are being required to provide this information by the FCC and the ITU BR.


Similarly to the issue above, we will need a typical earth station with representative AIS parameters if the API contains
the receiver information. The ITU BR will request the transmitter information if we send the API with receiver only data
and if we don’t provide this information they will not publish the API until they receive all the information. Same
comment for the BBDA.


Form 442 looks fine.


SpaceCap API file review:

In the UPLINK beam, the spacecraft antenna gain has a value of 35.1 dBi and it reference the antenna diagram #1; on the
DOWNLINK beam, the antenna gain is given as 5.2 dBi with reference to antenna diagram #1.
Please check and verify the uplink spacecraft antenna gain and update if appropriate.


In the DOWNLINK beam, associated earth station, noise temperature is listed as 19 degrees. Please check and verify if
this is the correct value.

The items indicated above must be submitted before processing can continue on the above referenced application.
Failure to provide the requested information within 30 days of January 19, 2017 may result in application dismissal
pursuant to Section 5.67 and forfeiture of the filing fee pursuant to Section 1.1108.
