                         Experimental Research Program



The Applicant, Harris Canada, Inc. (Harris) is one of the leading manufacturers of
cellular base stations. As such, Harris is continuing to find new ways to improve their
product and respond to the public‘s needs.

The present cellular system under development is the Radio Local Loop ("ROLL")
modification and upgrade. This system will supply and extend telephone service fast
and affordable. The systems have capability of serving 64 channel provider
telephone service up to 5,000 persons. The systems will be compatible with two (2)
wire systems or radio connections via digital RF links.

The Experimental License is necessary over the next two (2) years to test the product
and its development with actual operating systems and demonstrate to the public the
various latest features to get input from the public, telephone system operators and
distributors, to make sure the latest and most desirable features are included.

The first use of the Experimental License will occur June 10, 2000. Because of the
short time period, an STA request is filed simultaneously with this application.

                                HARRIS CANADA, INC.

Harris Canada, Inc. ("Harris") is, and has been, a leading developer of the cellular
radio system. They are continually upgrading and developing unique, user friendly
radio base systems, hand held and transportable systems within their research and
development (R&D) departments.

It is a known fact that even with the best R&D department, nothing can take the place
of actual operation in the real world, at different locations, and under varying set of
conditions. The data developed under actual operation in the real world often brings
to light modifications, changes, and new techniques, which are then implemented in
the final product. it is for these reasons that Harris needs the experimental license
herein requested.

The 800 Systems, after final development, will process an application to the FCC for
equipment authorization through our firm, Radio & Tv Engineering Company. Tests
will be made to demonstrate that the 800 Systems meet all FCC Rules & Regulations
for an equipment authorization to operate within the switched telephone system of
cellular radio FCC §2 Subpart J and FCC §22 Subpart K.

Operation of this system at Trade Shows and at the Harris CBC building will offer
an exceptional opportunity to get hands—on operation feed back from the public and
corporate users.

This system is unique, as it is designed to bring cellular systems on a transportable
system to remote sites such as resort areas, remote construction sites, rural and
temporary areas. It is also unique in that it is expandable as the needs increase, from
a small 3—trunk system to a 124—trunk system.

Within their R&D department, Harris has on line at this time the development of a new
system known as the 800 base. This will be a large, more sophisticated system, and
actual use of the experimental license within the next two years will be very bene—
ficial with field input during the development process.

The systems being transportable lend to use within remote areas prone to natural
disasters such as areas of repeated cyclones, tornadoes, floods and earthquakes.
Input from users and the general public for these disaster usage is invaluable in the
R&D development process.

CONCLUSION:

Harris continues on the cutting edge of new developments, as they were the first to
develop the data transmission system of transmitter facilities via the cellular system in
their 800 product. The FCC issued an experimental license in the 1990s and it was
very helpful during the final R&D in the development of the 800 System. An STA for
the CBC demonstration and a permanent experimental license for the next two years
will serve the public in the development of their input to Harris during radio shows
and demonstrations. This input is invaluable in the development of the final product
of the 800 base systems. The operations requested are as outlined in FCC Rules
€[5.152(a) through (k). A waiver of FCC [5.152 is hereby requested (station ID). See
Exhibit for technical specifications and product description. Also see Exhibit for Harris‘
Anti—Drug Statement.
