Please explain in the area below why an STA is necessary:
STA is necessary to expeditiously test and demonstrate digital transmitters that may provide significant public interest benefits. (See public, redacted version of Exhibit A for supplemental information)

Purpose of Operation
Please explain the purpose of operation:  Testing of digital transmitters that support broadband access in remote areas and environmental monitoring using solar and electric unmanned aerial systems. Google recently acquired Titan Aerospace, a firm that specializes in developing solar and electric unmanned aerial systems for a variety of uses (e.g., broadband access in remote areas, environmental monitoring). STA will enable testing of digital transmitters that support these systems. (See public, redacted version of Exhibit A for supplemental information)
